Billing source of truth
- Plan docs should use runtime tier config, not marketing strings.
- Creator Billing and Developer Billing both use Launch, Growth, and Scale. Developer Billing also has Agency.
- Audio inputs are available to all signed-in users. Free preview uploads are capped at 2 minutes; paid plans are capped at 30 minutes.
- Former Developer Billing names still resolve to current tiers: Starter to Launch, Creator to Growth, Studio to Scale, Pro to Growth, Enterprise to Scale.

Creator Billing has no Agency tier. Music generation, 2K images, and 4K images are optional add-ons.
